Webinar on Guidelines and SoPs for Solar Power Development through Bidding

Guidelines and Standard Operating Procedures for solar power development through bidding are becoming a critical enabler for the SAARC region, as Member States each follow their own procurement rules and look to make solar bidding more transparent, efficient, and attractive to investors. The objective of this webinar was to introduce participants to the guidelines and SOPs practiced across the region, covering specification preparation, developer selection, installation, and after-sales services, along with the regulatory frameworks, project implementation practices, and financial security mechanisms that underpin a standardized, competitive bidding process.

The webinar was conducted by SEC on 22nd September 2026. During the webinar, the expert from India discussed the design of standardized bidding guidelines for renewable energy procurement, including the structuring of Power Purchase Agreements, Contract for Difference mechanisms for price-risk management, and the commercial and contractual frameworks used to de-risk large-scale solar transactions, as well as the practical challenges facing developers, procurers, and regulators in scaling up competitive, bankable solar bidding programs across the region.
